Police radios in there cars are VHF transceivers, meaning the radio can talk and listen. They use these to communicate with each other as well as dispatch. A scanner is a receiver. I can only listen. It is use by the general public who wish to listen to police radio traffic. Most police agencies are in the process of going with digital radio communications, so your old scanner will not work. Also some of your older scanners are not narrow band compatible. Recently the federal government mandated that all public service entities limit there emission band width from 25mhz, to 12.5 mhz. Lets not even get into trunking. To make a long story short, scanners are on the way out.

Scanning receivers commonly known as “police scanners” are radio devices used by the public to monitor local police, fire, ems, ham radio, airplanes, etc. Scanners are only receive radios, meaning you can not talk using a scanner.


Police use two-way radios that they can listen and talk on. Police can use a wide variety of radio systems (VHF, UHF, analog, digital, trunked radios, encrypted). While Joe, above me, made some good points, he is wrong when they say “scanners are on the way out.” Scanner ARE NOT on the way out and never will.


New technology has made it available to monitor newer radio systems such as the digital and trunked radio systems. Most agencies today are indeed switching to rebanded, digital, narrow band or encryption. While most of the mentioned systems can be listened to, encrypted systems can not. Some use ProVoice, OpenSky, or other ways of encryption. These can not be monitored as of now. However, research and progress is being made into ways of getting around the encryption.
